an excerpt, lightly paraphrased:
(a) the administrator must provide notice before doing X if the provisions of chapter Y so require.
(b) an administrator who has been granted authority to administer the estate may give notice before doing X as provided, even if chap P says he doesn't have to. Nothing requires the personal rep to give notice where not required or authorizes an administrator to take an action that is not otherwise authorized.

I'll do nothing, because they're legislators and it's against the law to write threats of bodily harm.
